It is uncertain whether Tartaglia will come back, as it depends on the specific circumstances and decisions made by the relevant parties. However, if there is a strong demand for Tartaglia's return and the character is integral to the storyline, there may be a chance for a comeback. Ultimately, it is up to the creators and writers of the story to determine the fate of Tartaglia's character. **

The best 4-star bow for Tartaglia (Childe) is the Rust. The Rust increases normal attack damage by 40% but decreases aimed shot damage by 10%. This bow is ideal for Tartaglia as he primarily relies on his normal attacks in his melee stance, making the increased normal attack damage very beneficial. Additionally, the Rust's passive ability, Rapid Firing, further enhances Tartaglia's damage output, making it the best 4-star bow for him. **

It is unclear which two options are being referred to in the question. If the question is about a specific choice between Yelan and Tartaglia, then the intended option would depend on the context of the decision being made. If the question is about a general comparison between Yelan and Tartaglia, then it would be important to consider the specific attributes or characteristics being compared in order to determine which option is meant. **

For Tartaglia, good artifacts would be the Heart of Depth set for increased Hydro DMG and the Noblesse Oblige set for increased Elemental Burst DMG. For Albedo, the Archaic Petra set is great for increasing Geo DMG and the Noblesse Oblige set for boosting Elemental Burst DMG. Jean can benefit from the Viridescent Venerer set for increased Anemo DMG and the Gladiator's Finale set for boosting normal attack DMG. Lastly, Amber can make use of the Wanderer's Troupe set for increased Elemental Mastery and the Crimson Witch of Flames set for boosting Pyro DMG. **

It ultimately depends on your personal preferences and current roster of characters. If you are in need of a strong Hydro character, then waiting for Tartaglia may be a good choice. However, if you are in need of a strong Pyro character or are interested in the Wanderer's playstyle, then pulling for the Wanderer may be a better option. Consider your current team composition and playstyle before making a decision. **
